Data_Quality_Information: Logical_Consistency_Report: Datasets delivered to the Data Access and Support Center are quality assurance tested for major documentation and topological errors using macros. The databases are evaluated based on questions similar to the following: Does the database's documentation properly explain the dataset? Does the data import properly into its native dataset environment? Is consistent methodology used throughout the data? Are all of the database's fields and values legitimate compared to the documentation? Is the database's topology free of errors that could impair the functionality of the data? Once the data is tested a report is written describing the evaluation. A copy of the report is then forwarded to the data originator for his/her review. If errors are found, the data originator is expected to make any necessary corrections and then provide those corrected coverages. After these steps have been taken data is considered archivable and made available for distribution. Data that is archived by DASC has been tested and corrected. Completeness_Report: Points representing locations of flood studies were digitized from 1:24000 scale source map of cities in Kansas. The points representing county-wide studies are located at or near the county's centroid. Lineage: Process_Step: Process_Description: The first step in the creation of the digital inventory was a compilation of available information. The primary source of information was the State Department of Agriculture, Division of Water Resources (DWR) which is the coordinator for FEMA Flood Insurance Studies in Kansas. As part of its responsibilities, DWR maintains a community status list for Kansas communities relative to the National Flood Insurance Program (NFIP). Information obtained from DWR's data base included the following: community name, community number, county code, community status, status effective date, date of study, date of map, map type, map revisions (Y/N), study contractor, number of NFIP policies, community population, flood-plain population, number of flood-plain residential structures, and number of other flood-plain structures. The actual Flood Insurance Study reports were also searched to provide additional information on the study contractor, study method, and vertical datum. Finally, the Federal Information Processing Standard (FIPS) county codes were also obtained. The second step was the creation of a digital data set that consisted of point locations representing the sites where Flood Insurance Studies had been completed. In Kansas, there are 422 Flood Insurance Studies that have been completed for individual communities or counties as of July 1, 1996. The digital data set was created by making a copy of an existing USGS digital map of populated places in Kansas. The digital map (that is, Arc/Info coverage), titled "PPL," was created by digitizing point locations from 1:24,000-scale USGS topographic quadrangles. The PPL digital map is projected in the Lambert Conformal Conic projection with parameters that have been approved as a standard by the Kansas State GIS Policy Board. The PPL digital map was copied to a digital map titled "FEMAMAP." The FEMAMAP digital map then was edited to include only the 422 communities or counties for which Flood Insurance Studies have been completed. Each point representing a county was located at or near the centroid of the county. All editing was performed using the Arcedit module of Arc/Info (V. 7.0.4). The final step was the attribution of the digital inventory. All of the attribute information (described above) was compiled and formatted as an ASCII file and used to create an INFO data file in Arc/Info. The resultant INFO data file then was joined to the digital map using the JOINITEM command in Arc/Info.
