Oregon Land Use laws limit development outside of Urban Growth Boundaries. The line work was created by various sources including the Oregon Department of Transportation (ODOT), Metro Regional Council of Governments (METRO) and the State Service Center for GIS (SSCGIS). Purpose: The theme was created to delineate UGB's. Supplemental_Information: Procedures_Used: The Oregon Department of Transportation (ODOT) requested that cities and counties send them maps delineating UGB boundaries. The maps were used to digitize the Urban Growth Boundaries onto a 1:24,000 base map. When maps sent in by a county and city did not agree ODOT district staff attempted to fix the problem the next time they met with the local government officials. Once the theme was digitized it was projected into the state transfer standard and given to the SSCGIS. Staff at the SSCGIS converted the theme from intergraph format into Shapefiles using the cad reader and the convert to shapefile commands in ArcView. The Shapearc command was used to convert the theme into Arc/Info format. Once the theme was converted it was built for polygon topology. The theme was checked to make sure all of the line work from intergraph transfered. Several polygons were closed and polygon topology was again built. The populated places theme was reselected for city names. The points were than put to the UGB theme in order to give the UGB the proper name. The theme was edited to remove excess labels, and lables were added in polygons that did not have them. The theme was copied to namecity in order to keep it seperate from earlier UGB themes. The theme was checked against Metro's linework to make sure it was correct for the Portland Metro area. It was determined that it did not match metro records. After discussions with each of the agencies it was determined that the metro linework was the most accurate. UGB lines were deleted from the theme and the Metro lines were put to the UGB coverage. The theme was built for polygon topology. Plots were created and sent to DLCD to determine whether unattributed polygons were inside or outside UGB's. The theme was edited to match DLCD's imput. Upon completion of the editing the line and label attributes needed to be put to a new theme due to an error which prevented topology from being created.
