Western Orgeon Industrial Forest Land
Ownership GIS Layer
Phillip Sollins Department of Forest Science Oregon State University Corvallis, OR 97331 In an effort to help researchers and other interested parties better understand causes and consequences of land use in western Oregon, we have assembled a GIS data-layer showing ownership of the industrial and government administered lands. With minor exceptions, coverage is complete west of the Cascade Crest. The majority of the data comes from two sources. Ownership of private industrial timberlands comes mainly from a layer assembled by Atterbury Consultants, Inc, Beaverton, OR, under contract to Oregon Dept. of Forestry. Data in this layer were reported to be current as of 1991. We corrected many inconsistencies and mistakes in the Atterbury layer, but many undoubtedly still remain. Ownership boundaries for Federal, State, County and City timberlands came from a layer supplied by the OR GIS Center. Inconsistencies between the two sources (especially common around the Siskiyou NF) were resolved with our best judgement. Private land held within the Cascade Range National Forests (inholdings) were not considered by Atterbury. To deal with these, we looked up most of the parcels in county tax assessor maps and entered the ownership attribute information into the final layer. We emphasize that the information in this ownership layer is of varying quality and reliability. Errors fall into four general categories: 1) Incorrect digitizing of tax assessors' maps. Where such lines follow clearcut boundaries, we have found that most (but not all) lines agree with satellite imagery (TM) within 50-150 m. 2) Errors in the boundary lines in the tax assessors' maps. Ideally ownership lines would have been input directly from the survey notes. To our knowledge, however, the entire Atterbury dataset was created by digitizing the maps with Autocad. 3) Land sales since 1991. Except with regard to the inholdings mentioned above, the layer does not reflect changes in ownership since 1991. 4) Land sales effected before 1991 but not yet entered into the tax assessors' maps at the time they were digitized. Users should be aware that neither we nor Oregon State University make any claims whatsoever as to accuracy of this layer. We would, however, appreciate having any errors brought to our attention. Private ownership information, taken from the ACI database, represents 1990-91 ownership. DATA LAYER OR GRID DESCRIPTION: Almost all of the data on private land ownership was obtained from the ACI database. The only exceptions are the private inholdings in the Willamette and Umpqua NF's, which were recorded in 1994. The national forest data was taken from USFS (Willamette and Umpqua) and Oregon Wilderness Society (Siskiyou, Rogue, Mt.Hood) coverages (except for the Siuslaw NF, which was included in the original ACI database). A variety of sources were used by Atterbury, including color coded 1:126720 scale ODF Fire Protection District maps and 1:2000 scale county assessor plats with associated Fire Protection Role listings. Where information was unavailable from the State, ACI acquired county listings and plat maps from the county assessor. The ownership was digitized in AutoCAD from the various sources onto the ACI base, fitting all owner lines to the USGS section lines where they are concurrent. The coverages were later transformed to ARC/INFO when they were acquired by the GIS/SSC. Atterbury had originally been contracted to construct a database for non-industrial privately owned forest land. In other words, industrial land ownership - the data used in this coverage - was only compiled as a peripheral element of their original project. COMMENTS ON DATA QUALITY: Good.
